Assemblymember Chris Holden will host a public safety panel discussion focused on Propositions 47 and 57, and Assembly Bill 109 – the Public Safety Realignment Act, on Thursday, March 1, from 5:30 to 7:30 p.m. at the Monrovia Community Center.
“I am bringing together subject matter experts in public safety, probation and reintegration for this educational event to provide up to date information on these ballot initiatives and to answer questions from the community,” said Assemblymember Chris Holden.
Proposition 47 and Proposition 57 were ballot initiatives that reformed various criminal justice statutes once passed by California voters. Assembly Bill 109, the Public Safety Realignment Act, was enacted in 2011 to reduce the number of inmates in the state's prisons, as ordered by a U.S. Supreme Court decision.

Secretary Scott Kernan, California Department of Corrections and Rehabilitation - Governor Edmund G. Brown Jr. appointed Scott Kernan as Secretary for the California Department of Corrections and Rehabilitation in December 2015. He has served as undersecretary for operations at the California Department of Corrections and Rehabilitation since March 2015. He was owner at Kernan Consulting from 2011 to 2015. Kernan served as undersecretary for operations at the California Department of Corrections and Rehabilitation from 2008 to 2011, where he was chief deputy secretary of adult operations from 2007 to 2008 and deputy director of adult institutions from 2006 to 2007.
Stephen Walker, California Correctional Peace Officers Association - Stephen B. Walker is currently Chief of Governmental Affairs for the California Correctional Peace Officers Association (CCPOA) a statewide organization representing 30,000 men and women who work supervising incarcerated adults and juveniles within the California Department of Corrections and Rehabilitation. Prior to becoming Chief, he has served on four different teams, which are responsible for negotiating the CCPOA's Memorandum of Understanding with the Governor of CA. He is also a board member of Child Abuse Prevention Center (CAPC) and President for the National Caucus for Protection of Children, Inc. (NCPC).
Robert T. Guthrie, Arcadia Police Chief and Los Angeles County Police Chief's Association - Chief Bob Guthrie began working for the Arcadia Police Department, as a police cadet, in 1989 before being hired as a police officer for the City of Arcadia in 1991. He was appointed to as Police Chief for the Arcadia Police Department in August of 2011. Chief Guthrie is the sitting president of the Los Angeles County Police Chiefs' Association, and is a past president of the San Gabriel Valley Police Chiefs' Association. Chief Guthrie is also a member of the FBI Law Enforcement Executive Development Association, the California Police Chiefs' Association, and the International Association of Chiefs of Police.
Daniel Torres, Flintridge Center - As the Reintegration Specialist, Daniel plays an integral role in implementing and expanding Flintridge Center's coordinated reintegration services. He is the point person on developing strategic partnerships with government agencies and the LA/OC Building and Construction Trades Council, the State Building & Construction Trades Council of California, and North America's Building Trades Unions (NABTU). In addition, Daniel supports Flintridge's Apprenticeship Preparation Program (APP) as a Multi-Craft Core Curriculum (MC3) instructor and job developer.
