Construction Authority Signs Design-Build Contract for Foothill Gold Line

On the steps of Pomona City Hall - and surrounded by hundreds of elected officials and community stakeholders - the Foothill Gold Line Construction Authority signed the Glendora to Montclair project’s design-build contract on October 4, 2019 (see photo below).  The Kiewit-Parsons team was awarded the contract that includes an $805.6 million base scope for the first nine miles of the project from Glendora to Pomona, with a two-year contract option to complete the full 12.3-mile project to Montclair for a total contract award of $1,186.9 million if additional funds are secured by October 2021.
With the contract awarded and signed, Kiewit-Parsons is now underway with their work. The first many months will be spent finalizing design and conducting pre-construction activities that will inform the design before major construction starts next Summer.

The following pre-construction activities will be starting as early as November 2019:

  • Geotechnical borings to understand the soil conditions at future bridge and overhead catenary system pole foundation locations
  • Geotechnical borings to understand soil conditions near future storm water infiltration basins
  • Surveying of the entire rail right-of-way, and
  • Potholing to verify utilities
Most of the pre-construction activities to be conducted will occur within the railroad corridor; however, some will need to occur at street crossings, requiring short term lane closures.  The construction crews are scheduled to work weekdays during normal business hours.   
Major construction is expected to begin next Summer.  It is anticipated that the initial phase from Glendora to Pomona will take five years to complete and be ready to turn over to LA Metro for passenger service in 2025. If the additional funding needed is secured, and the contract option initiated, the entire project to Montclair will be completed altogether and be ready to turn over for passenger service in 2028.
