Raymond Foster is not only a seasoned leader and
organizational builder in law enforcement and policing but also
a pillar of community engagement. With over 40 years of
experience, Foster has honed his leadership skills through
academic pursuits, including a Master's degree in Public
Financial Management from CSU Fullerton and a Bachelor's
degree in Criminal Justice Management from The Union
Institute.
Throughout his career, Foster has not only shaped
organizational cultures but also served as a catalyst for
community development. He has held leadership positions
such as Past President of the Rotary Club of San Dimas and
Secretary of the San Dimas Chamber of Commerce Board of
Directors, where he has demonstrated his commitment to
fostering local businesses and community growth. Additionally,
Foster's involvement as Past Master of the San Dimas Masonic
Lodge and current President of the San Dimas Rotary
Foundation underscores his dedication to philanthropy and
community service.
Foster's leadership extends beyond professional realms; his
active participation in community organizations highlights his
commitment to creating positive change on multiple fronts. His
ability to inspire others, coupled with his extensive experience
